I've tried minecraft night after night to try and find evil mobs around my base but I can't find any. Is there a reasonable explanation for this or is it to do with the spawn rates of the server. If this second one is true then please could you up it.

I'm guessing the amount of mobs that can spawn are being taken up by the passive mobs in farms.

Mobs are aggressive, animals are passiva. Just use that, it makes everything simpler.

Both Animals and Mobs use the same limiter, so the more animals there are in farms the less mobs there can spawn. still not clear?

Oh, sorry. Of course they're allowed, the feature was fully implemented and intended by Mojang.
When it comes to such things, remember. Spider spawners in mineshafts were introduced as a challenge to the player rather than an exploitable resource, people just use it as if it was (sometimes) (they still exist as a challnge to players). Animal farms though, they were intended to supply the player with food, so they're legal(and as long a players use them for that, they are. What else could you use an animal farm for?).
