Basically a few (10-15+) active and mature members, also helps if you know how to run a game server :p

If you are just an organised group of friends, with no intent on expanding or being in essence a proper clan, then I'm not sure you'd qualify. We usually provide free servers to clans we believe will continually contribute to our community in a positive way, e.g bringing in more people, more awareness etc. For a small group of friends, you could easily run a small server (10-20 dollars monthly) for a decent server.

Keep in mind that you should take everything I post on this matter with a grain of salt, Noodle is the one who accepts/denies clan requests, I am only speaking from experience.

Well, expanding and bringing in more people, yes, but several of us are parts of other clans which wouldnt allow us to join or form an official second clan. And not exactly small.

Why was the Extreme Dedicated Charlie server free for a while, then not anymore, and I don't believe it has been activated yet on my account. For free.

srsly: Was I too late to read the facebook post with the code? Did I need to use that?

I'm considering a Extended level VPS server, or possibly a Dedicated Server (v1). It'll probably be something else, but that's what sounds good at the moment. :)
