Hatstand who made that, where is that , why is it there and when was it made?

A group of players (started by one of my staff), my server when it was 1.7.3, its a city (people live there), a month or two ago.



Prior to 1.8, my server was a semi-creative RP thing, that city's roads are at 19 Y, situated in a 300 block wide hole with steep sloping stone walls, and as of the time we retired the map, no way of actually getting down there alive (excluding teleports).
