How would they go about doing this? I haven't read to much into this, but you would think that it would be quite difficult(and quite expensive), to censor something used worldwide and by billions.

Uhm, Suddenly, DNS servers outside of US. They don't have to follow US law, and then there are some people at Anon who firecly refuse to have the internet censored, and then develop a virus to stop the government/just go around the blocks. And the Internet lives again.

the EU ruled against SOPA apparently just to slap the US over this. I bet if it passes DNS servers will become widely avalible in the EU :p

Not only did the EU rule agianst it, the exact ruling was(and you were on IRC when Echo I were cheering we live in the EU discussing this) that the ISPs can't monitor the traffic, nor bock websites.
