It's ruled instead by the Barghest which, <a href="https://www.ign.com/articles/cyberpunk-2077-phantom-liberty-includes-a-clever-nod-to-the-witcher" target="_blank">alongside being a neat reference to the original Witcher game</a>, are a private military run by the vile and violent Kurt Hansen, Phantom Liberty's big baddie.</p><p></p><p>The expansion arrived September 26, with the game-changing Update 2.0 laying its foundation a few days earlier.
