System Won’t Reboot After the Shutdown Process Completes
Check the Intel Watchdog isn't blacklisted, some performance guides will tell you to disable it for speed, breaking reboots.
sudo grep -iR "blacklist iTCO_wdt" /etc/modprobe.d/
If you see any output like below proceed, if the command returns with no output, it's not this causing the problem.
/etc/modprobe.d/blacklist.conf:blacklist iTCO_wdt
Edit the file containing the line
nano /etc/modprobe.d/blacklist.conf
And comment out the line, restart one more time and it should be fixed.
