Can you explain the VAC ban?

I Played Rust before, when the developers didn't give us information about the next update or anything for ( 7 ) months i tried to refund but steam refuse it, i was so pissed because of that, also almost in every server you meet a hacker with aimbot, i downloaded a free cheep hack and used it, that's why i got VAC ban, because of the developers and the hackers everywhere. and the VAC ban was 383 days ago as you can see
